The Rhode Island Cannabis Control Commission (CCC) voted on April 11 to approve the final version of regulations for adult-use and medical cannabis, marking a critical step toward the full implementation of the Rhode Island Cannabis Act.
The Rhode Island Cannabis Control Commission (CCC) was established in 2023—one year after the enactment of the Rhode Island Cannabis Act—and subsequently hired staff to draft proposals and review rules adopted by other states.
A draft of the regulations was released in January, with the public given 30 days to provide feedback. More than 380 individuals submitted comments. “They were very helpful, very thoughtful, and I think made these regulations better,” said Commission Chair Kimberly Ahern.
Nearly two years after its formation, the Rhode Island Cannabis Control Commission took just 18 minutes last Thursday (April 11) to pass the first set of regulations governing the state’s emerging cannabis market.
Under state law, the regulations will take effect 20 days after the vote—on May 1, 2025. At that time, the CCC will assume full oversight of Rhode Island’s adult-use and medical cannabis programs, including regulation, licensing, and enforcement.
Chair Kimberly Ahern acknowledged that finalizing the rules was a lengthy process but emphasized the importance of balancing industry growth with safety. She added that all regulatory drafting was done in-house rather than relying on out-of-state contractors.
“These final regulations represent our collective commitment to regulate our growing cannabis industry in a way that is safe, transparent and equitable,” said CCC Chair Kim Ahern. “Through extensive public feedback, we’ve ensured that these regulations prioritize safety, industry compliance and the voices of communities that have been historically harmed by cannabis prohibition. I would like to sincerely thank industry members, stakeholders, members of the Cannabis Advisory Board, our staff and my fellow commissioners who contributed to this monumental effort.”
Commissioner Robert Jacquard stressed, “The success of a regulated cannabis market depends on strong safety standards. With these regulations, we are ensuring that every product meets rigorous quality controls and that businesses follow strict security and compliance measures to protect consumers and communities alike.”
Commissioner Layi Oduyingbo stated, “Rhode Islanders deserve a cannabis market that is governed by clear, fair and accessible rules. These regulations create a system where businesses, consumers and the public all have the information they need to engage with confidence.”
The final regulations cover all aspects of the cannabis industry, including enforcement, licensing, commercial operations, and personal/medical cultivation. Notably, they include robust equity provisions such as the “Social Equity Assistance Program and Fund,” designed to address the harms caused by past cannabis prohibition.
The regulations will officially take effect on May 1, 2025.
