In February 2015, Washington State legalized cannabis, becoming the 19th state in the U.S. to fully legalize its use. Since then, residents aged 21 and older have been allowed to purchase, possess, and consume cannabis. However, public consumption remains prohibited. Individuals found exceeding the legal possession limit or using cannabis in public may face penalties.
Recently, lawmakers in Washington are considering that introduce a bill that seeks to ease this restriction.
According to NBC Right Now, the proposed legislation would permit public cannabis use in regulated environments. The bill would allow licensed organizers to host up to one cannabis-related event per month, each lasting a maximum of three days, at locations approved by the Washington Liquor and Cannabis Board. These events would be regulated by the state LCB under strict guidelines.
Additionally, the proposal includes the creation of a “budtender permit” for employees working at these events. This permit would cover training for responsible selling, avoiding over-service, and best practices for dealing with impaired customers.
During a hearing in the Committee on Consumer Protection and Business, James McMahan, policy director with the Association of Sheriffs and Police Chiefs, expressed concerns that if passed, the bill could set a precedent for expanding opportunities for impaired driving.
“It is our concern that this bill, if enacted, would be the first in yet another slew of bills that further expand the opportunities for those to drive intoxicated,” McMahan said.
State Representative Brandy Donaghy (D), a co-sponsor of the legislation, countered that the same argument could be made for any establishment that sells alcohol.
“I think we would make the same argument about anywhere that sells alcohol. You’re being trusted to be an adult, take responsibility and get home safely in a way that also doesn’t put others at risk,” Donaghy stated.
While the Committee on Consumer Protection and Business will determine the bill’s next steps, it is evident that Washington State is gradually loosening restrictions on the cannabis market. As a result, the cannabis accessories industry is also expected to expand, presenting new business opportunities for sellers in this sector.
